Racine Unified School District passed a $1 billion referendum to address district-wide facility upgrades. JP Cullen was hired to complete the renovations at Horlick High School. The scope of the project includes:
- Safety and security updates
- Modernization of learning spaces to accommodate population projections
- Demolish a 1928 wing
- New 2-story addition
- Infill the pool and create a girls varsity locker room
- Infrastructure improvements
