Milwaukee County Justice Center

The joint venture of Gilbane | Cullen has been selected as the Construction Manager at Risk for the transformative renovation of the Milwaukee County Justice Center. This multi-year initiative will replace the aging Public Safety Building – originally constructed in the 1920s – with a modern, sustainable facility designed to meet the evolving needs of Milwaukee County’s justice system.

The new Justice Center will house criminal courts, holding areas, jury facilities, and administrative offices, all designed to improve operational efficiency, safety, and accessibility for the public and staff.

The project is currently in the preconstruction and conceptual design phase, a critical stage where Gilbane | Cullen are working closely with Milwaukee County, design consultants, and stakeholders to:

• Conduct detailed evaluations of existing conditions
• Develop cost-effective and accurate plans
• Identify potential risks and mitigation strategies
• Align design concepts with community needs and long-term goals

This phase includes over 45 programming workshops and 40 stakeholder meetings, ensuring broad input and collaboration.
